Position: Field Training Consultant

Organization: Alternative WASH Financing Project

Location: Odisha

Position 1:

Location: Any block headquarters/ district headquarters in Ganjam district, as per project requirement

Coverage : Project area of Ganjam as his/her intensive district and providing remote assistance to project area in Nuapada, Kalahandi and Balangir districts with limited visits (With possibility of relocation as per project need)

Position 2:

Location : Location: Any block headquarters/ district headquarters in Mayurbhanj district, as per project requirement

Coverage: Project area of Mayurbhanj as his/her intensive district and providing remote assistance to project area in Kandhamal, Nabarangpur and Nayagarh districts with limited visits (With possibility of relocation as per project need)

Contract duration: Initially for 5 month and can be extended based on the performance and project requirement

Supervisor:

  • Technical supervision: WASH Specialist/Officer UNICEF and CEO, OLM
  • Administrative and logistic supervision: Pantiss Foundation

Consultancy Summary – About the project:

UNICEF, OLM & Water.org planned a program to make WASH loans as one of the credible solutions to bring access to clean drinking water and dignity of having access to sanitation for economically active poor in India.

The objectives of the program are as follows:

  • To develop a sustainable and scalable WASH financing model to support and sustain Water and Sanitation Flagships (JJM /SBM-2)
  • Provide alternative finance opportunities to households and communities for accessing water, sanitation, and hygiene through various WASH loans products
  • To harmonize demand generation activities and financial lending programs for WASH using the established structure and SHGs of Mission Shakti & OLM
  • To utilize the alternative financing model to increase employment and livelihood opportunities by establishing social enterprises
  • Inclusion of alternate finance program for WASH in Odisha’s Annual
  • Credit Plan to create a sustainable & replicable financing model as the access to WASH fund-based incentives from the state government remains limited.

The model pivots around finding synergies amongst its key stakeholders: Mission Shakti, OLM, SBM, JJM, UNICEF, and Water.org to activate the rural SHG women under by creating awareness around importance of WASH and the alternate financing solutions available which can be accessed through OLM and Mission Shakti’s SHG – Bank linkages as well as their internal funds.

Duties and responsibilities:

Reporting to the PANTISS, UNICEF and OLM and shall be responsible for managing project’s critical multiple training programs in assigned districts.

The Consultant shall perform his/her duties and obligations in accordance with the highest professional standards and in compliance with the terms and conditions of this Agreement. The Consultant hereby represents that he/she has the necessary skills, experience, expertise, time, and resources to perform his/her duties and obligations. The Consultant shall exercise all due skill, care, and diligence during the course of his/her engagement with the project. All the trainings shall be executed in a disciplined, fast-paced manner, with defined milestone-based deliverables.

Key responsibilities:

  • Conduct field trainings for District, Block, Village level OLM team members and cadres on water and sanitation loan financing
  • Conduct facilitation workshops with program staff on water and
  • sanitation loan financing solutions and ensure dissemination of WSS financing knowledge among project block officers and clients
  • Document field level program activities, including trainings and share regular reports
  • Conduct WASH awareness workshops either individually or with partner organization volunteers at the village level
  • Work closely with partner organization staff to implement water and sanitation interventions with a focus on financial solutions
  • Participate in periodic review and planning meetings and submit the advance monthly work plan, progress reports and necessary documentation specified time to time as per requirements of the client
  • Travel outside the state and any part of the country on official
  • assignments assigned time to time
  • Any other tasks assigned time to time as per the requirements of the project and the client

Performance expectations – skills and competencies:

  • Demonstrated skills in conducting end-to-end trainings from training needs assessment to evaluations and refresher trainings
  • Good report writing skills
  • Excellent communication skills, with demonstrated ability to
  • communicate in both English and Hindi. fluency in Odia is highly preferred
  • Demonstrated ability to plan, conceptualize and deliver trainings and workshops with government bodies
  • Effective communication and interpersonal skills especially with
  • vulnerable groups such as women and children

Qualifications/Specialized knowledge/experience/competencies 

  • The person should have either bachelor’s degree in Engineering or master’s degree in Social Science, Environment, Public Health, Social Sciences, Social work or related field

Work experience:

  • Work experience: At least 2 years of related work experience in rural development and Water & Sanitation program, experience of work in Livelihood/ micro financing related programme. Preference to be given to candidates with working experience in Odisha in relevant sector.
  • Technical knowledge: Basin understanding of key flagship programmes on water and Sanitation

Language:

  • Fluency in both oral and written communication in both English and Oriya. Knowledge on the local dialects is an asset

Computer:

  • Proficiency in computer skills like use of MS Office and conversant with use of internet for emails and sharing documents.
