Position: Chief of Party
Organization: Johns Hopkins India; Uttar Pradesh Health Systems Support Project
Responsibilities The Chief of Party will have day-to-day responsibility for the tasks identified below.
They will accomplish these tasks working within the framework of a broader agreed work plan established in collaboration with various project partners. Specifically, the Chief of Party will:
1. Provide overall strategic and technical leadership to health systems research and analytical work, providing advice and guidance to both the UPTSU and UP government representatives, as well as help ensure the coherence and cogency of BSPH’s overall program of work.
2. Provide oversight to the BSPH UP HSS project, including briefing and coordinating research and technical support, managing the country budget and reporting systems.
3. Lead ongoing collaborations and communications between BSPH team members, UPTSU partners, and the UP Department of Medical Health and Family Welfare (DOMHFW).
4. Actively participate as the BSPH representative in UP government policy development and planning meetings, as well as in relevant meetings with UPTSU development partners.
5. Serve as the team lead for the project, supervise and mentor BSPH team members based in UP.
6. Provide project management support—including administrative and financial management support, and development of strategic planning documents and reports—to the Baltimore-based BSPH PI.
7. Lead and support potential new proposal development for additional research activities related to health systems strengthening efforts in Uttar Pradesh or elsewhere in India.
Required Qualifications
1. Advanced degree in public health or a related field, preferably with a focus on health systems. Doctoral degree is preferred.
2. A proven track record of leading teams and large projects involving multiple stakeholders.
3. A minimum of 5-7 years relevant professional level experience in public health, preferably with a focus on health systems and human resources for health.
4. Thorough knowledge of health systems frameworks and technical issues.
5. Strong knowledge of research and analytical methods, preferably with some familiarity with both qualitative and quantitative approaches.
6. Familiarity with the Indian context, including health systems and policy making processes.
7. Capacity to establish and maintain effective working relationships, including with senior government and development partner officials.
8. Prior experience with training and education is preferred.
9. Ability to communicate effectively, both orally and in writing. Ability to communicate in Hindi a strong plus.
10. Ability to lead and manage teams, including planning and managing work, mentoring project staff and trainees, effective team building, and budget oversight.
