Job duties and responsibilities:
• Working with task team and providing expert guidance and advice to borrowers/counterparts from project identification to preparation, appraisal, implementation, and completion to ensure that environmental issues are properly addressed, according to the Bank’s environmental policies and ESF, through project-specific environmental analysis and systemwide capacity building.
• Lead or contribute to the broader work of ENB GP on improving environmental sustainability and identifying and pursuing innovative approaches to enlarge the preparation and implementation of the lending dialogue in coastal zone and natural resources management in particular with borrowers/counterparts.
• Participating in portfolio reviews, analytical activities, and project preparation and implementation in the environment sector.
• Collaborating with WBG staff across regions and across sector boundaries and seeking opportunities for knowledge sharing.
• Lead or participate in policy dialogue, analytical and advisory services, and lending project preparation and implementation in natural resources and environment sector.
• For projects being subject to the Bank’s ESF policy, using the ESCP as benchmarking tool, monitor compliance with the ESSs, including on OHS guidelines, sector specific guidelines, other relevant policies, and contract specific conditions; flag issues of non-compliance to the borrower and Bank management and advise and support the borrower in developing and implementing remedies. Provide environmental input in project documents in accordance with the Bank operational policies for other Bank lending instruments, and Decision/Negotiations Packages for required environmental assessment and management instruments under IPFs, DPFs, and P4Rs.
• Conduct timely project preparation, implementation support missions, and reporting; provide technical support on ENB related topics and provide guidance on open and transparent engagement (through consultations, information disclosure and grievance redress mechanism) with relevant project stakeholders throughout the project cycle.
• Represent ENB GP in relevant internal and external meetings on ENB thematic areas within the India country program.
• Contribute to written products and communications, including components of major reports (Briefs, Analytical Notes, Aide Memoires, Project Concept Notes, and Project Documents), as well as drafts other technical working papers for wider circulation.
• Disseminate/Support dissemination of lessons learned and best practices from specific Bank projects/activities for research, knowledge, and learning purposes.
Selection Criteria
• Advanced degree (Master’s or PhD) in environmental management, Natural resources management, or other relevant disciplines (e.g., applied natural sciences).
• A minimum of 8 years of relevant operational experience, including experience working on preparation and/or implementation of projects/programs related to the areas of focus for this position. Work experience in projects/programs supported by multilateral financial institutions is needed.
• Sound knowledge of World Bank’s, especially the challenges and opportunities for borrowing countries is important.
• Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.
• Ability to follow up multiple work-streams simultaneously.
• Strong client orientation with the ability to build an understanding with implementing agency counterparts on the value-added of Bank products.
• Ability to work well with a range of stakeholders, including project-affected parties, government officials, non-governmental organizations / civil society, as well as project investors and their staff.
• Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
• Excellent inter-personal and team leadership skills and ability to easily interact with people of different backgrounds and seniority inside and outside the World Bank, including clients and partners.
• Excellent writing and communication skills in both local language and English are required. Knowledge of other languages will be an advantage.
• Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.
• A drive for results while working with limited supervision and under tight timelines.
