This Project Focuses On The Following Dimensions

  • Create and strengthen institutional structures for GRB and institute methodological changes in Planning-Budgeting and Auditing (PBA) systems for enabling gender responsive actions
    • GRB mechanisms are refined and embedded within the government in the four states
  • Enhance capacities of government officials and other stakeholders to implement the gender responsive PBA measures
    • Knowledge products on GRB are developed, including evidence based sectoral studies and customized training modules
    • Gender budgeting capacities of government stakeholders are strengthened and training capacities institutionalized in the four states
    • E-governance tool developed and piloted

Within this context, UN Women seeks the services of a Project Coordinator and Team Leader -Gender Responsive Budgeting (GRB)to be based at UN Women, New Delhi.

Duties And Responsibilities

Under the guidance and direct supervision of Deputy Representative, UN Women India CO, the Project Coordinator and Team Leader (GRB) will be responsible for overall implementation, coordination, monitoring and reporting and will ensure that the project produces the results to the required standards of quality and within the given time and cost specifications.

The Project Coordinator and Team Leader will have the following tasks:

Lead And Coordinate The Country-level Implementation Of The Programme

  • Analyze national context and identify key opportunities and partners to advance the GRB at national and state level through consultations during the inception phase.
  • Ensure the translation of the programme priorities into successful national/local interventions that resonate with country-level priority to promote Gender Responsive Governance- National Planning and Budgeting(GRG/B)
  • Manage the implementation of the country-level programme based on the Results-based Management (RBM) principles and in accordance to the Donor and UN Women’s standard rules and regulations;
  • Finalize strategy documents, Study Reports, Training Modules, briefs, policy dialogue and other documents related to the programme;
  • Lead the country level consultations during the inception phase to establish a Baseline at the country level;
  • Coordinate country-and Sate level needs assessmenst and development of training materials and workshops to avoid duplication of efforts and ensure coherence in the overall approach within the programme and other partners at the country level;
  • Identify capacity building needs at national and sub-national levels including focused states and support partners and team of experts through technical assistance, mentoring, training, cross partner learning and sharing.
  • Undertake meetings with relevant national ministries and state government departments for enabling buy-in into the project.
  • Refine the project methodology and workplan in consultation with donor and Ministry of Women and Child Development and finalise inception report. Organise the project launch workshop.

Strategic Partnership Building And Capacity Development

  • Develop and manage partnerships with National and State Governments, Nodal line Departments, Executing Agency(DWCD), Elected Representatives in Parliament and State Legislatures, relevant UN and multilateral agencies, feminist groups and non-partisan citizen collectives, national and regional political parties, the UN Women Civil Society Advisory Group (CSAG), and experts at the national level to ensure timely and efficient delivery of activities.
  • Build strategic partnerships with institutions and policy makers to identify possible areas of cooperation, especially contributions to gender-responsive budgeting practices at the national and state levels.
  • Lead advocacy and knowledge building at national level. Manage advocacy strategies and support relevant, high-impact advocacy activities and campaigns with key partners and their implementation.
  • Organise key meetings, national workshops and conferences, under the project at national level. Support organising of meetings, workshops and trainings at state level.
  • Provide inputs for the development of ToRs, methodologies, tools and knowledge products, related to the project. Work closely with lead gender budget expert, sectoral expert and training coordinators for finalising scoping study, sectoral researches and development of customised training module and toolkit.
  • Facilitate the development of an e-governance tool on GRG/B at the national level. Collect knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices and contribute to knowledge networks and communities of practice, facilitating the knowledge exchange of to take up effective gender equitable practices

Lead Monitoring And Reporting Of The Programme

  • Overall supervision of project activities lead the development of work plans, implementation of project activities and develop a mechanism to monitor implementation of planned activities and budgets.
  • Establish effective coordination with donor and the Ministry of Women and Child Development for defining project activities and smooth implementation of the project.
  • Ensure timely deliverable of all product outputs and knowledge products and lead meetings and workshops for the project team to clarify the project's objective, methodology and progress.
  • Managing staff and overseeing the day-to-day activities related to the management and implementation of the Project, including procurement, project monitoring and evaluation, financial management, progress and financial reporting, leading project team.
  • Identify implementation arrangements and needed resources to implement the project and ensure proper management of funds, including accounting, financial control and audit procedures acceptable to the UN Women as well as the procurement of goods, works and services in accordance with UN Women guidelines.
  • Ensure timely preparation and submission of all project related reports especially quarterly and annual narrative reports. Provide substantive inputs to the preparation of donor and UN Women reports, including quarterly and annual results reporting in RMS, narrative and financial reports;
  • Coordinate with other implementing partners and support preparation of financial reports to UN Women.
  • Monitor progress of implementation of activities and finances using results-based management tools in close collaboration with EA and other stakeholders.
  • Lead the drafting and consolidating of the reports on monitoring missions, programme results, outputs and outcomes at the country level.
  • Record and maintain documents on relevant Programme activities, issues, risks and risk mitigation plans.
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  • Lead programmes/projects appraisal and evaluation according to results-based management requirements.
