Position: Technical Advisor-Health System

Organization: GIZ India

Location: Delhi

Responsibilities

• Coordinate / Lead research and behaviour change interventions related to vaccination

• Preparation of various documents, research papers, articles, notes etc. related to the topic of UHC.Assisting the project manager and team members in completion of other advisory activities to NHA and SHAs with especial emphasis on vaccination study.

• Innovation and knowledge management

• Capacity Building to handle ‘adverse effect following vaccination’ for health workers in select states and hospitals

• Providing support in the implementation of IGUHC at central and state level in line with the programme objectives.

• Lead the task of drawing up analysis in reducing vaccination hesitancy in India

Sore Scope of Tasks

Policy Support

• Lead/coordinate vaccination awareness campaigns for poor population and women in selected states in multiple regional languages

• Provide and mobilize technical assistance to the government and especially to the National Health Authority on health financing and social health protection

• Provide technical support in the design, implementation and monitoring of innovative health financing initiatives and vaccination related studies.

• Supporting and conducting economic evaluations of UHC programmes in India and other countries

• Design and executes analytic research projects on vaccination hesitancy in India

• Provide insight in the interpretation and discussion of study results.

• Lead the dissemination of results of research projects in a wide range of venues including publications in peer- reviewed journals and preparation of summaries, briefs, and special reports.

Research and Knowledge management

• Provide technical support for knowledge sharing and documentation with other countries, with India and on IT, logistics and awareness generation system related to vaccination

• Lead capacity building to handle ‘adverse effect following vaccination’ for health workers in select states and hospitals

• Will need to work on preparation of various research papers, journal articles, reports etc. as per the requirement under the guidance of the Programme Manager

• Draws up reports on efforts to reduce vaccination hesitancy in India and presentation documents related to the same

• Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office

• Ensures knowledge transfer to project/programme information

Coordination tasks

• Coordinate with NHA and SHAs on various issues as per the requirements

• Coordinate with the technical team on the work going around vaccination in India

• Coordinate within IGUHC team

• Coordinate with other GIZ colleagues both within and outside India

• Coordination with research agencies, academic institutions etc.

Required qualifications, Experience and Competencies

Qualification

• Bachelor’s degree in Medicine e.g. MBBS, BDS, BAMS or equivalent

• Master’s in Health or Hospital Administration, or an equivalent quantitative discipline from a recognized institute/university

• Preferable to have PhD in economics/health economics, statistics, health management, health financing/insurance, or an equivalent quantitative discipline from a recognized institute/university

 

Professional Experience

• At least 10 – 15 years of overall professional experience (including PhD time) in the health financing, health insurance sector

• At least 8 years’ professional experience in health systems strengthening, health Communications, health systems research or related areas.

• Relevant professional experience in health economics, econometrics/data analysis in health sector projects.

• At least 5 years of experience of working in technical advisory roles

• Excellent writing skills in English

Other knowledge, additional competences

• Good knowledge on overall health system development in India and world

• Deep understanding of health financing including strategic purchasing and provider payment mechanisms

• Qualitative and quantitative skills on cost-effectiveness and equity analysis, expenditure tracking, costing, planning, and budgeting.

• Computer proficiency and high familiarity with commonly used software packages like MS Word, Excel, Power Point

• Ability to work independently when required.

• Demonstrated ability to work in a multi-disciplinary team

• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

 

Location:

New Delhi (The position possibly requires moderate travel within India.)

 

Duration of contract: Fixed Term until 30th April 2023.
