Position: Project Manager Affordable Housing Policy

What will the Project Manager – Affordable Housing Policy do?
The project manager will deliver strongly on government and donor expectations by doing the following:
- Landscape and review the status quo of relevant housing policies and initiatives in Odisha, nationally and in peer economies across the world.
- Review and analyse market shaping indicators that impact the affordable housing market in Bhubaneswar/Odisha and elsewhere where relevant (data collection is a separate exercise already being undertaken).
- Undertake key stakeholder consultations with government, developers, experts, citizens and other stakeholders.
- Landscape and review best practise examples in affordable housing policy- nationally and internationally.
- Using 1-4, create affordable housing policy recommendations for Odisha.
- Blue-print aspects of affordable housing policy relevant beyond Odisha.
- Disseminate the approach and detail of the affordable housing policy recommendations.
- Create a comprehensive project governance and management framework and own and execute the same. This includes project incubation and set up, budget management, management of other team members, streamlining work with other deliverables related to the larger project framework being undertaken by other colleagues.
- Undertake such other activities as may be assigned from time to time.
Qualifications and Experience
- A Post Graduate in economics/public policy/urban planning; Graduates in these fields with good work experience are encouraged to apply.
- At least 8 years of professional work experience in Government Advisory, Public policy or Business/Management Consulting, Social Research:
- Within this at least 2 years’ experience in affordable housing or allied sectors and 2 years’ experience working with senior functionaries, including at the level of principal secretaries.
- Candidates from alternative academic backgrounds with outstanding academic and career accomplishments and relevant work experience would also be considered.
- Advantageous:
- Excellent written and spoken command of the Oria language.
- Work experience on projects with governments on affordable housing.

- Persuasive skills to engage with government functionaries and deliver on programme objectives.
- Strong project management skills with a sharp focus on high-quality, timely execution and delivering high-quality outputs to government stakeholders.
- Ability and willingness to grasp concepts quickly.
- Ability to work with ambiguity.
- Ability to work across teams and collect/gather data from various (internal) team members as well as external stakeholders including state/local government officers.
- Strong problem-solving, research, quantitative and analytical capabilities with a good working knowledge of MS excel and Powerpoint tools.
- Good communication skills- both written and verbal.
- Willingness to extend oneself to accomplish work objectives with tight deadlines, simultaneously pursuing excellence.
- Positive attitude, flexibility and ability to adapt to a dynamic work environment.
