REACH is a non-profit organisation dedicated to the fight against Tuberculosis (TB), with offices in Chennai and New Delhi. As part of the upcoming Global Fund grant to India for 2021-24, REACH will implement Unite to ACT (Amplifying Community Action for TB elimination) as a sub-recipient to the Foundation for Innovative New Diagnostics India (FIND India).The goal of the Unite to ACT project is to accelerate efforts towards TB elimination in India by unifying and scaling up community action for TB through a cohesive community-led response. The project will be implemented in 10 states, with an additional 15 states receiving technical assistance for community engagement.
For the Unite to ACT project, REACH is currently recruiting for multiple positions for the National Programme Management Unit, based in New Delhi

1. National Monitoring & Evaluation Lead
The National M&E Lead will work under the supervision of the Project Lead and will be responsible for all monitoring, evaluation and reporting-related requirements of the project. This includes gathering, analysing and reporting all project related data, designing and overseeing project assessments and promoting a culture of evidence-based decision making. Key responsibilities will include:
- Planning and executing the M&E framework as per the project’s requirements
- Developing data management tools, dashboards, analytics frameworks, and innovations to ensure data collection, validation and analysis for monitoring and evaluation
- Developing the MIS for support hub, mentorship program and networks
- Developing an evaluation plan for the program and maintaining a program monitoring data base
- Regularly analyzing data captured in the MIS and working closely with the PR, CTD, states, districts and SSRs to address gaps, if any.
- Collecting and reporting on indicators as required by the Global Fund and the PR
- Overseeing state & district M&E plans for REACH states and SSRs
- Conducting program evaluation and prepare strategic documents/reports
- Measuring progress toward achieving project goals
- Supporting the documentation of best practices and facilitating the use of such data to drive program design and decision-making
- Providing technical assistance to build or strengthening SSR capacity for data management and M&E on community engagement interventions
- Supporting the development of the work plan, quarterly reports and annual reports
- Supervising data collection, validation and monitoring
- Disseminating the project learnings through presentations and publications
- Ensuring the highest standards of data integrity for the project
- Proactively seeking out data to assist staff in making informed decisions
- Participating in strategic conversations with stakeholders as assigned.
- Any other responsibilities that may emerge in the course of project implementation
Required qualifications and experience:
- MPH, MBA, MSW or Masters in data science or related fields with more than 10 years of work Experience in M&E
- Alternatively Bachelor’s degree in similar field with 10-12 years work experience in public health/development sectors.
- Demonstrated experience of developing M&E Strategies and overseeing M&E for large projects. Experience in working on Global Fund projects would be an asset.
- Experience in M&E for engagement of communities (preferred)
- Experience of developing MIS and M&E tools and systems
- Research and evaluation experience, including the ability to analyse research and evaluation findings and other information for the benefit of practitioners
- Excellent writing and communication skills and experience presenting complex information in a variety of formats and styles for different audiences.
- Exemplary analytical, verbal and interpersonal communications skills.
- Ability to carry out online research, undertake literature surveys and develop drafts of strategic documents.
- Excellent skills in MS Office, Excel, SPSS and other relevant software
- Ability to work effectively as a member of a team, know when to act independently and when to consult for advice on decision-making.
- Ability to effectively manage relationships and coordinate with a pan-India team based at different locations.
- Proficient in English, Hindi and any other regional language of India
- Willingness to travel across India.
