About IHAT:
India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused on areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal, and Child Health improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.

IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka, and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions, and Communities.

About Program:
The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, Newborn, and Child Health (RMNCH), Family Planning, and Nutrition programs.

Job Summary :
District Specialist, Technical will support the district officials of High Priority Districts on techno-managerial aspects of Uttar Pradesh Technical Unit program protocol under RMNCH+A with particular focus on newborn and child health under nurse mentoring program.

Key Responsibilities:
Administrative Role

Follow up and facilitate Monthly Review of all Nurse Mentors (LR complex & Newborns) on program monitoring in DRM & share feedback to State Technical Specialists and Chief Medical officer (CMO) at regular intervals. Participate and present implementation updates in State review meetings.
Follow up and facilitate the meetings at different platforms (DRM, DHS, VI & QC meetings) Agenda based on the facility action plan, specific Minutes of Meetings, accountability & follow up.
To identify the gaps in essential drugs, supplies, consumables, standard documents (Case sheets, ANC register, LR Register, refer in & out, referral slip) & equipment on a regular interval and share it with district health officials
Technical Role
Plan for improving the competency of service providers of Labour room, OT complex, and NBSU through Nurse Mentors (Through analysis of mentoring & OSCE data and based on the DoD findings).
Handholding of all Nurse mentors and detailed plan to support activities of all blocks of the district
Support the Referral strengthening mechanism at the district level (VI meetings, Pre-referral management, completeness of referral slip, prior intimation to higher facility & follow up of the outcomes)
Mapping, activation & strengthening of maternity OT & NBSU
To facilitate, facility-wise identification of poor indicators, detailed action plan, and improvement over a period of time.
MDSR (Reporting, facilitation in formats Filling, to organize meetings at the specified platform, discussion on gaps and plan to improve)
 

Supportive Role

Coordinate with the other TSU members at the district level and work closely with government counterparts and support CMO/ ACMO-RCH/ MH consultant / DivPM & DPM on implementation of Nurse mentoring program in the district.
Support in Activation & strengthening of first referral unit as per guidance from the state team
Support in Implementation of LaQshya Program towards gap assessment, action planning & facility certification along with district officials & facility members.
To do data analysis, documentation, develop case/success stories at regular intervals to support nurse mentoring intervention.
Use of virtual platforms to connect with the field team for orientation, training & mentoring.
To facilitate the establishment of Mini skill lab in all blocks through Nurse mentors (Identification of space, procurement of mannequin & local items, MSL branding, etc)
At least 60 percent of the total time should be allotted for the field visits to handhold nurse mentors & Nurse mentors (new-born), attend block-level QC meetings, district level DHS, VI meetings, Liasioning with block MOIC, facility assessment through ODKs, and conduct a direct observation of deliveries as routine activities.
Sharing of the trip report on a monthly basis to the line manager.
Any other tasks assigned by the Line manager/competent authority.
Work Experience:
Minimum 3-4 years of proven experience managing facility-based MNCHN programs at the district /state level;
Demonstrated experience and knowledge of maternal and child health programs and policies in India.
Education:
Essential:MBBS
Preferred:Master degree/diploma in community Medicine / Public Health / Health Management / Hospital Administration.


Key Competencies:

  • Technical knowledge and experience in public health; experience in maternal, newborn, and child health programs would be a strong asset;
  • Experience working with government/development agency in facility-based intervention and has a good understanding of quality improvement processes;
  • Good understanding of quality improvement process;
  • Experience with mentoring, team building, and facilitation approaches;
  • Leadership and organization skill;
  • Ethnic, cultural, gender, religious, and socioeconomic status sensitivity;
  • Demonstrated analytics skills;
  • Good understanding of the Indian health care system with knowledge of Uttar Pradesh context at the district and community levels;
  • Excellent computer skills (MS Word/Excel/PowerPoint)
