About IHAT:
India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused on areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal, and Child Health improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.
IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka, and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions, and Communities.
About Program:
The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, Newborn and Child Health (RMNCH), Family Planning and Nutrition programs.

The position requires up to 70% - 80%% travel to project areas.
Job Summary :
The Specialist – Program will support the district / division government functionaries in implementing family planning interventions in the districts / divisions. He/she will be responsible for the overall operations of UP TSU’s FP interventions in the designated districts and will be conversant in family planning practices. He/she will provide guidance to program team in implementing & monitoring family planning interventions and will work closely with the Quality team to ensure seamless operations of the intervention.
Key Responsibilities:
Planning, Team Management & Project Implementation
Responsible for project implementation in a cluster of districts / divisions, developing work plans, tracking tasks, identifying & addressing gaps, reviewing operations and for other needed activities to meet program objectives and deliver results.
Perform gap analysis, risk analysis and develop micro plans for implementation of family planning interventions in a cluster of districts
Coach, mentor & provide feedback to team for capacity building and performance management of all direct reports
Organize monthly meeting with DFPS to review operations for designated districts
Provide any support required to troubleshoot issues at district level
Managing Partnerships & Relationship Building
Foster relationships with key decision makers in government & partner organizations to advocate family planning as a key intervention
Support GoUP to implement FP intervention at district level; assist in developing training plans, tools and job-aids
Monitoring & Evaluation
Support the development of results framework & key performance indicators and monitoring performance
Ensure timely submission of monthly reports and timely update for the designated cluster of districts
Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in strengthening are plugged
Others
Support in documenting best practices and developing plans to incorporate the learnings across districts
Perform other duties identified from time to time by Line manager
Work Experience:
Minimum 7 year of experience in planning & implementing health initiatives at national/state level
At least 3 years of experience in implementing FP initiatives
At least 3 years of experience in managing teams
Education:
Post Graduate in Social Sciences / Public Health or MBA from a top tier institute
PhD in Social Sciences / Public Health / Management or equivalent qualification will be preferable
