Indonesia has made great progress in bringing the malaria burden down and the malaria program is moving towards the crucial and most challenging phase of malaria elimination. With only five years remaining to achieve the goal of malaria elimination by 2030, Indonesia requires intense efforts to support last-mile elimination efforts in the provinces of Eastern Indonesia. This needs to be coupled with effective strategies to maintain the elimination status in the areas that have already eliminated malaria to ensure the prevention of re-establishment.
We are currently seeking an Indonesia-based consultant to support APLMA’s collaboration with the Ministry of Health, Republic of Indonesia to develop the National Roadmap for Malaria Elimination and Prevention of Re-establishment by 2030. This document will provide policy and strategic guidance to ensure Whole-of-Government approaches in achieving malaria elimination by 2030 and prevention of re-establishment.
The proposed National Roadmap will be guided by the national health policy, previous national malaria strategic plans, and other international guidelines. It aims to outline the vision and mission of the Ministry of Health towards achieving malaria elimination. Additionally, it will lay out the collaborative roles and responsibilities of the various ministries and sectors on the path towards malaria-free Indonesia.
The Consultant will report to the Associate Director for Country Partnerships, APLMA and work very closely with the Malaria unit of the Directorate of Communicable Disease Control and Prevention. 

Responsibilities
· Review existing literature and data: 

o Conduct a comprehensive review of relevant national and international guidelines, strategies, and data on malaria epidemiology, interventions, and progress towards elimination.
 
· Develop a draft roadmap framework: 

o Outline the key components of the roadmap, including, but not limited to:
§ Situation analysis of malaria burden and trends
§ Vision and goals for malaria elimination by 2030 and beyond
§ Core strategies and interventions for achieving elimination (such as Universal access, Surveillance, Cross-Border, Financing)
§ Implementation plan with timelines, responsible actors, and resource requirements
§ Monitoring and evaluation framework
§ Communication and advocacy strategy
§ Endorsement by key Ministries and Agencies at national and sub-national levels
 
· Organize stakeholder consultations: 

o Facilitate consultations with a diverse range of stakeholders, including government agencies, academia, civil society organizations, the private sector, and communities affected by malaria.
o Identify key ministries and sectors, including their roles, responsibilities, and areas of collaboration to drive cross-sectoral efforts in each of the focus areas of the roadmap.
 
· Draft and finalize the roadmap: 

o Prepare a clear, concise, and evidence-based roadmap document incorporating feedback from stakeholders.
 
· Present the roadmap to stakeholders: 

o Present the final roadmap to relevant stakeholders and obtain their endorsement.
o Support the APLMA secretariat in the launch of the National Roadmap, in collaboration with the Ministry of Health. 

Requirements 
· Experience and proven record in the development of national strategic plans and guidelines for disease control and elimination, preferably vector-borne disease operational vector control, insecticide resistance monitoring and management, and vector-borne disease epidemiology, preferably an entomologist by profession.
· Experience in developing policy frameworks and guidelines. 

· Knowledge and familiarity with WHO guidelines for malaria elimination and prevention of re-introduction. 

· Experience working on policy and advocacy engagement across health and/or non-health areas, Ministry of Health, Foreign Affairs, and other relevant ministries 

· Experience engaging with national and international partners such as the World Bank, Global Fund, WHO, UNICEF, UNDP, and private sector in Indonesia
· In-depth understanding of national and subnational malaria control and
