Organization
The position of Program Manager – India reports to the Country Director – India. The position directly supervises the positions of Program Officers and Program Coordinators. The position actively coordinates with the position of Manager – Finance and Administration, Monitoring and Evaluation Manager and Head of Resource Mobilization. Also, actively coordinate with the Senior Manager, International Programs for transfer of knowledge pertaining to community eye health program globally.
Primary Responsibilities:
Planning and Budgeting
- Contribute towards formulating and reviewing India/ South Asia country strategy that focuses on developing horizontal and vertical linkages with eye health while promoting community participation
- Contribute towards development of annual business plans
- Oversee preparation of quarterly, semi-annual and annual work plans and budgets in coordination with NGOs, partner hospitals and Program Officers/Coordinators
- Develop new thematic priority areas for community development linked to community eye health in annual business plans
- Scale up existing projects
- Develop/contribute significantly towards the formulation of project proposals that reflect key needs of geographic areas of intervention and the partner hospitals with the involving key stakeholders
Capacity Building
- Identify training needs of the staff of partner hospitals/Program Officers/ Coordinators and liaise with strategic partners such as LVPEI, AECS, etc. to ensure the provision of required training
- Build capacities of partner hospitals and provide technical advice and support to partners and project teams
- Identify training needs and support the training of Program Officers/ Coordinators in project management
Monitoring and Reporting
- Oversee preparation of implementation and monitoring plans for all partner hospitals and monitor the progress periodically
- Conduct on-site monitoring visits regularly to ensure objectives are being met
- Ensure all information with regards to progress and development of the partners is captured in the appropriate formats and shared with the Country Director – India as per agreed timelines
- Analyse and present reports on community development/hospital improvement projects to illustrate performance against established objectives
- Ensure project monitoring data is regularly collected, collated, reviewed and mid-course changes are made according to project implementation strategies to increase the impact
Communication
- Support development of communication material for the India country office
- Collect required information from the field and write case stories, testimonials, photos and videos for the OE website, donor reports, stewardship reports and other publications
- Participate and represent OE in various meetings and workshops as per the advice of the Country Director
Research and Advocacy
- Identify research ideas and develop proposals
- Lead/conduct operational research studies
- Ensure coordination and coherence of all project implementation components by working closely with national and state level National Health Mission (NHM) and National Program for
- Control of Blindness & Visual Impairment (NPCB&VI) officials and other relevant government departments
Working Conditions and Job Requirements
- Headquartered at Hyderabad
- Frequent travel to partner hospitals and project locations
- Extended working hours to accommodate head office hours or work
- Occasional travel outside the country to participate in international meetings/programs
- Act as an ambassador for OE in a variety of professional and social settings
- Women candidates will be preferred
Person – Eligibility Criteria
Abilities/ Skills
- Strong written and oral communication in English and Hindi
- Experience in independently liaising with state and district health functionaries
- Good documentation and report writing skills
- Ability to handle a variety of assignments under the pressure of deadlines
- Proficiency in Word, Excel, PowerPoint and Outlook
- Ability to travel frequently in the field
Qualifications/Knowledge and Experience
- Master’s in Social Work/Public Health
- 8 to 10 years of experience of working in the public health domain/NGO sector
- Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies—particularly Ayushman Bharat and National Health Mission
