Duties and Responsibilities

 

The Communication and Knowledge Management Specialist will support, review and ensure the overall implementation of the National and State level (Andhra Pradesh, Maharashtra and Odisha) communication strategy and media awareness plan. S/he will develop an enabling environment to foster exchange of knowledge and ideas for innovative and sustainable solutions to climate change impacts at national and state level. Successful case studies and lessons learnt from similar initiatives in India and other countries will be documented and disseminated widely. S/he will ensure coverage of women and vulnerable group experiences in communication and knowledge products which will result in building and strengthening awareness about the effectiveness of ecosystem and community based adaptation at landscape level.

 

Functions / Key Results Expected:

 

Communication:

  • Oversee the implementation of the National and State level Communication and media awareness plan developed by respective agency under the project;
  • Support the three State Project Management Units of Andhra Pradesh, Maharashtra and Odisha in developing their multiyear communication strategy / action plan;
  • Support and review a wide range of relevant communications material focusing on climate change and its impacts; ecosystem restoration and adopting sustainable livelihoods at the national and state level- in coordination with state level communication associates;
  • Support the SPMUs in sensitizing the local media house (newspapers, radio, tv etc) of the state / district on periodically generating content for the target audience;
  • Ensure quality assurance for publications, reports and media materials;
  • Plan and implement digital media strategies for improved digital presence;
  • Drafting/production of regular updates, press briefings, updates, infographics, presentations

Knowledge Management:

  • Facilitate  sharing of lessons between target landscapes on effective techniques for climate-adaptive livelihoods, including through exchange visits between communities, with focus on women, youth, and marginalized groups;
  • Transfer and create mediums for replication of lessons and best practices – between target landscapes, between coastal states, and between coastal countries in the South Asian sub-region. Lessons learnt from the restoration of coastal ecosystems, improved livelihoods and strengthened local governance practices will be shared through the various platforms and coordination structures;
  • Support the National Coastal Mission to establish a system for collating data and information on global best practices, lessons learned, evidence from the field and scientific knowledge on ecosystem- and community-based approaches to adaptation in the coastal zone of India;
  • Establish a series of annual workshops under the auspices of the pan-Indian Coastal Resilience Network, involving tertiary institutions, research organizations and relevant NGOs to share research findings related to coastal EbA;
  • Develop and pilot a training course or curricula on EbA, for delivery through administrative training and other relevant institutes at national and state levels, incorporating project experience and lessons especially on community-based adaptation;
  • Work through the Pan-India Coastal Resilience Network to develop and disseminate knowledge products at national, regional and international levels and to share experience and learning;
  • Develop nation-wide knowledge products translated into local languages for use in the community level training courses for village self-help groups and CBOs, and women’s capacity development programmes;
  • Create a knowledge exchange platform involving South Asia’s five coastal countries for dialogue and sharing learning on ecosystem-and community-based adaptation to climate change in the coastal zone, building on existing forums.

Required Skills and Experience

 

Education:

  • Master’s degree or equivalent in Mass Communications, Journalism or Social Sciences.

Experience:

  • At least 7 years of relevant experience at the national or international level in communications, public relations or advocacy;
  • Experience of Project Management and exposure to knowledge management principles and practice;
  • Relevant experience in the field of Climate Change / natural resource management is desirable;
  • Excellent communication, interpersonal and presentation skills;
  • Experience of working with Central and/or State Governments/ international agencies/ on similar assignments;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web based management systems.

Language Requirements: 

  • Excellent knowledge of written and spoken English and Hindi is essential
  • Knowledge of local language of target states (Marathi/Odiya/Telegu) is desirable
