Key Functions, Accountabilities and Related Duties/Tasks: 

The consultant will support State Institute for Rural Development (SIRD), Department of Panchayati Raj to strengthen decentralization and improved governance through building a system of social accountability at different tiers of the governance structure.

  • At state level support Panchayati Raj Department in developing conceptual frameworks, implementation of planning manuals to strengthen decentralized planning and community mobilization through panchayats 
  • Support SIRD to develop and strengthen capacity development initiatives, facilitate partnerships with academic institutions, support upscaling of best practices for improved planning and implementation of development programmes through panchayats.
  • In consultation with DPMU & DRDA; support planning and roll out of best practices, decentralized planning manuals, strengthen panchayat linkages with community-based organisations and empower communities especially the most marginalized and vulnerable for improved accountability in aspirational districts. 
  • Work with local community level organizations to establish model GPs that are child sensitive ensuring the rights of the child are realized and protected particularly in the aspirational districts in the state.
  • Build capacity of the community level organizations to improve accountability and tracking and monitoring of programmes and services for children.

QUALIFICATION/SPECIALIZED KNOWLEDGE/EXPERIENCE/COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL)/LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

  •  Advanced university degree in economics, social sciences, public policy (social policy) or related fields. In-depth understanding and knowledge of devolution and decentralized planning will be an advantage including the Panchayati Raj Act.

Experience:

  • At least eight to ten years of relevant national experience in the development field, preferably in the social sectors in India with emphasis on decentralization, community driven development, Participatory Rural appraisal is a must;
  • Demonstrated ability to develop and maintain productive, professional relationships with government counterparts, donors, civil society and other stakeholders.
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment.
  • Experience working in a multi-donor environment.
  • Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
  • Familiarity with national and state schemes for children will be a strong advantage.

Additional Requirements:

  • Fluency in English is required. Knowledge of local language is an asset.
  • Candidates should have excellent written and oral communication skills.
  • Ability to work in cross cutting team and a wide variety of stakeholders within and outside the government is essential.
  • Candidates must have excellent interpersonal, negotiation and presentation skills.
  • Ability to research, collect and collate public expenditure data and present it in a coherent manner is essential.
  • Excellent analytical and report writing skills are important.
  • Data and information management with strong computer proficiency with regular MS Office and Public Financial Management System is mandatory.
  • Preference for candidates who have previous experience working with a UN entity

       SELECTION PROCESS (tick one):

QCBS (Technical Evaluation Criteria - with weights for each criteria)

  • Establish the weight that should be assigned between technical and price proposal in the final evaluation. E.g., 60/40, 70/30 or 80/20 (technical/financial). The ratio between the technical and the price criteria established depends on the relative importance of the technical aspects compared to the price. Sum of technical and financial should always equal 100 points.
  • Develop the detailed technical evaluation criteria for the technical rating the total of which must be equal to the ratio. This must include the minimum score for technical compliance.
  • Criteria for the Assessment of Proposal (should be discussed internally with subject matter expert and procurement colleagues to make it best fit for the scope of work)

The minimum score for technical compliance should be 80%.

Candidate who gets minimum of 64 marks i.e., 80% of 80 marks will be qualified for financial bid opening.

The QCBS ratio will be 80:20.

PAYMENT SCHEDULE

An invoice to be submitted to UNICEF along with progress report every month. Payments will be linked to deliverables and made only for those deliverables received and accepted by UNICEF. Payments will be made to consultant based on completion of agreed deliverables in the following order:
