Responsibilities

• Leads and supports sectoral, multisectoral, crosscutting and thematic strategic studies, including on infrastructure planning, policy and regulatory frameworks and development partnerships.
• Analyzes, monitors or prepares ADB sector roadmaps and prospective projects in consideration of development effectiveness and in the context of ADB's Country Partnership Strategy and annual Indicative Country Programming and Monitoring report for India;
• Identifies developmental projects through upstream analytical work and in close collaboration with sector divisions, and proposes innovative approaches to project design and implementation;
• Supports the processing of projects and TAs, including those that are multisectoral and crosscutting, including in formulating design and monitoring frameworks;
• Reviews and provides technical and analytical comments on projects and TA concept notes and proposals;
• Coordinates with sector divisions in designing and implementing monitoring and evaluation components at project and sector levels;
• Monitors and analyzes ongoing ADB projects in India from the perspective of their development effectiveness, including contributions to institutional strengthening, policy reforms, and capacity building-training of executing agencies, using a mix of quantitative and qualitative methods and approaches;
• Prepares and finalizes reports and presentations on development effectiveness of ADB projects for different stakeholders within and outside ADB based on a mix of approaches, including rigorous impact evaluation of a few selected projects; detailed case studies, including field visits and discussions with various stakeholders in some projects; and presentations during ADB's portfolio review meetings;
• Develops and maintains a suitable network in the area of development effectiveness of cross-country experiences on operational, sector, or country issues and to keep abreast of the latest developments and issues.
• Leads and supports the identification, conceptualization, development, and review of high quality and in-depth knowledge products for INRM;
• Understands, documents, and disseminates innovative elements of ADB projects to key stakeholders and help in promoting replication to interested parties;
• Contributes to activities for advocacy, dissemination, and knowledge building on development effectiveness of ADB projects;
• Participates in internal and external knowledge outreach events;
• Identifies opportunities for collaborative work, co-financing, and facilitate liaison with development partners;
• Performs other duties that may be assigned as reflected in the incumbent’s workplan

Relevant Experience & Requirements

• Bachelor’s degree in economics or preferably with Master's Degree or equivalent  
• At least 10 years of relevant professional experience; and at least 5 years of supervisory experience
• Experience in project and knowledge management, particularly in one of ADB’s focus areas in India: agriculture and natural resource development; energy; finance and public sector management; human development; urban; and transport sectors;
• A track record of publications on economic issues would be an advantage;
• Ability to perform variety of tasks and expand the scope of work and responsibilities as needed;
• Excellent computer skills including database management and high level of proficiency in econometric and statistical packages such as STATA and Eviews;
• Familiarity with local languages and institutions;
• Ability to work in a multicultural environment, and work effectively and collaboratively in team-oriented environment;
• Ability to take initiative and work proactively;
• Excellent written and interpersonal communication skills in English
