Roles and Responsibilities: 

The Senior Manager:C-LOP will be responsible to perform a variety tasks including, but not limited to-

  • The Senior Manager: C-LOP will be responsible for stakeholder management including partnerships with Government, ensuring partner satisfaction across all stakeholders and supporting high-performing staff. 
  • Senior Manager: CLOP will be responsible for stakeholder management including partnerships with Government, ensuring partner satisfaction across all stakeholders and supporting J-PAL’s high- performing staff.
  • Work closely with DoPT to deliver on a range of tasks related to on-line learning and needs assessment of the training needs and competencies required by public officials 
  • Coordinating with specific government departments and training institutions to identify the required competencies
  • Identify and liaise with global institutions providing on-line, blended and face-to-face content that map to the skills and knowledge identified by DoPT and organize in-person sessions to supplement courses wherever needed
  • Leading efforts to enable government training institutions to embed the curated on-line courses as a part of their regular training offerings
  • Manage relationships with all stakeholders by sharing periodic updates through documents, presentations etc
  • Create presentations and other collateral as required.

Program Management

  • Strategize and maintain program objectives along with the Program Director and implement the same with the Manager and Associates.
  • Manage the administrative aspects of the program such as hiring, procurement, contract management in collaboration with other team members.
  • Liaison and manage relationships with other stakeholders i.e. Technology partners, training institutes , course developers.
  • Develop outreach activities such as webinars and workshops. Guide and provide critical inputs to the communications team in developing collaterals (interviews, website, blogs, videos etc).
  • Develop compliance reporting (budgets, progress reports) to the donor as part of donor management.

Research and Strategy

  • Study and bring in best practices on skills and competency mapping, adult learning and development, etc.
  • Conceptualise and perform research and analysis on data gathered during the program, present the outputs of the program in the form of reports, whitepapers, or other collaterals.
  • Think ahead in conjunction with the program director and the senior manager for the planning and prioritizing of the various activities and constantly linking them to the broader goals of the program and organization.

Qualifications and Experience

  • A minimum of 10-12 years of work experience in a high performing environment, with at least 5-6 years in leadership positions managing medium sized teams
  • Master’s degree in Economics, Public Policy, Human Resources management or related fields
  • Prior capacity building experience in the development sector, preferably with governments
  • Demonstrated experience in measuring and evaluating public sector performance, competency mapping, and other relevant organizational development practices
  • Demonstrated leadership and management experience, including hiring, training, and management of staff
  • Experience writing and managing budgets
  • Experience working with complex partnerships, especially with governments, donors, and research organisations.
