Key Responsibilities:
- Lead the on-going development of an monitoring and evaluation system and tools to enable all projects to collect, aggregate and support analysis of data, in order to meet all relevant reporting requirements
- Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
- Look for opportunities to develop and commission new research on the work done by the organisation on the ground and digitally.
- Ensure quality of data through data verification procedures including routine data quality audits during the project lifecycle. Use data to contribute towards strategic decision-making and project planning with project leadership.
- Support in defining and implementing the key evaluation indicators for projects and the organisation and its measurement at periodic levels
- Oversee the targeted impact evaluations, including design, data collection, management and analysis
- Conduct process evaluation to understand the progress/outcome of the project and conduct data collation of field data on prescribed format as per project requirement
- Collaborate with centres to Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff. Provide training and capacity building on prepare and track progress of project activities and budgets; data analysis; global standards in evaluation measurements and data driven programming
- Guide the team and relevant staff on development of effective evaluation tools and processes, innovative approaches in evaluation that meet the requirements of Breakthrough.
- Deliver high productivity and quality data in presentable mode by developing and running validation checks, integrity checks, resolving data discrepancies.
- Maintain half-yearly, annual project progress, narrative, evaluation and other analytical reports for different programme/projects
- Synthesise and Disseminate evaluation results with internal and external stakeholders.
- Cultivate strategic relationships and alliances with other stakeholders and represent Breakthrough’s Evaluation work in public and professional circles through meetings, conferences, and presentations.
- Carry out other tasks as required by the immediate Manager and team
- Lead on design and implementation of qualitative and quantitative data collection such as needs assessments, KPC surveys using recognised methods of data collection. Work with staff to develop and standardize survey tools; pilot and mainstream new data collection methods and other data collection forms for evaluation purposes
- Extract and update secondary information from different sources like NFHS, DLHS, and Census etc. and maintain separate database.
- Design Formative research and evaluation including sampling method and implementation
- Design Baseline & End line of programmes/projects
- Design and implement Impact Evaluation of programmes/projects
Specific Knowledge, Skill & Experience Required
- At least 16 years of experience required in managing evaluation functions in national and/or international organisations
- Understanding of gender and norms change work
- In Depth understanding of evaluation of digital interventions and maintenance of digital platforms and data collection methods using online platforms like Survey CTO; GoSurvey; CommCare
- Advanced analysis of qualitative and quantitative data, using software such as Atlas TI, Nvivo; SPSS, Stata, R etc.
- Advanced knowledge and skill in data visualisation and creating dashboards Ability to work in a team environment.
- In-depth understanding of evaluation methodologies (including Impact Evaluation) and standards and expertise in rolling out evaluation frameworks for complex projects
- Strong data management and analysis skills including use of online platforms and digital interventions

Breakthrough was founded in 1999 with the mission of using arts and culture to bring human rights issues — especially violence and discrimination against marginalised groups — into mainstream conversation and inspire critical mass of people to take action for change. Its award-winning music albums and campaigns have won innumerable awards and have stirred unprecedented discussion across India about women’s rights and brought the problem of domestic violence out from behind closed doors. Earlier partnerships with the Ministry of Women and Child Development for dissemination of our media and IEC products which ensures that the messaging reaches large numbers as can be seen by the Bell Bajao campaign that reached 130 million in Phase I and 110 million in Phase II. The support was received pro-bono and is estimated to be worth INR 150 million. The Ministry has adopted Breakthrough’s MissionHazaar campaign on preventing sex selection under its flagship “Beti Bachao, Beti Padhao” campaign and is disseminating the TV spots, curriculum and communication guide in 12 Indian languages.
Breakthrough’s current work spans across 5 states on transforming gender norms to prevent Violence against Women & Girls, and exploring the interlinkages between its various manifestations. Breakthrough makes innovative use of media, arts and technology including digital and mobiles, leadership development and community mobilisation to activate critical mass of people who will deliver the culture change needed to make violence against women and girls unacceptable. Centre to this is a gender equity curriculum, called Taron ki Toli that builds gender equitable views among adolescents 11-18 year olds, in school and in the community. Breakthrough uses leadership development to build capacities of 15-25 year olds to transform themselves and recruit others to make violence against women and girls unacceptable. It also works in the community with influencers and gatekeepers to shift norms to prevent violence and build values for girls and women. Media and arts infuse all our work and building evidence is a strong focus. Strategic partnership with governments are key – currently partnering with the Department of Education, Government of Punjab to apply gender lens to middle school curriculum across government schools. Currently reaching 573,000 adolescents and their communities to prevent violence against women and promote a culture of human rights, Breakthrough plans to reach 2 million adolescents over the next few years.
