Key Responsibilities:
- Support the MEL Manager to develop and roll out the MEL Strategy across the 6 thematic portfolios and Campaigns
- Lead in specific Thematic Portfolios to review programmes against outputs outlined in the logframes and ToC
- Maintain databases related to program implementation & program coordination
- Lead in organising the capacity building sessions for staff on MEL
- Lead in developing a Knowledge Management Plan with the thematic leads to strengthen the evidence base and communications
- Collate learnings and producing learning notes for internal and external stakeholders.
- Lead in developing the Evaluation Calendar and coordinate with the Thematic & Cluster Teams to commission thematic evaluations
- Support the Partners & Internal learning processes on MIS, databases & analysis.
- Maintain Programme Tracking Data bases of trainings, activities, reports, and products, compiled across all Cluster Offices
- Network and Represent Oxfam India in professional meetings, conferences, technical advisory groups and seminars related to the advancement of M&E.
Cluster level:
- Take direct responsibility for providing technical guidance to the Cluster & Thematic Teams for projects
- Provide Technical support to the Cluster teams to review the monitoring and evaluation framework at Project & State level
- Build the capacity to the teams in analysing & using data and promote decision based on evidences.
- Work with team to undertake baselines/midterms/end lines for the programme portfolios
- Coordinate with the Cluster Teams to develop Monitoring Calendar and participate in monitoring visit
Skill and Competence:
- Master’s degree or higher from a reputed institute/ university in the social sciences, statistics, economics, demography, information technology or related field
- Five-Seven years of progressively responsible, professional level experience with International NGOs/Donor agencies related to social science research, demographic research, MIS, and policy advocacy
- Ability to plan, implement and monitor project activities by applying proven management principles
- Experience of developing & working with MIS systems and handling data sets, ability to organize, analyse, interpret and evaluate program performance data
- Demonstrated expertise in the use of Statistical and Demographic packages.
- Excellent interpersonal and communications skills in English and in Hindi, including writing skills in English and Hindi
- Willingness to travel to project field sites, if necessary
- Sound strategic thinking and planning skills.
- Ability to build support from staff across teams, and to build the capacity of others.
- Ability to work independently within a predominantly administratively self-servicing environment.
