Position: Young Professional-Consultant

Organization: KfW Development Bank

The YP will be reporting to the Nodal Officer and perform all the tasks related to this TA, as assigned by the Nodal Officer. The envisaged tasks for the YP are:

1. Assistance in documentation, research, compilation of international and national best practices and literature review;
2. Develop relevant concept notes, potential discussion notes and briefing material for the Nodal Officers at the EA;
3. Support in monitoring of progress under the TA and the other components of the PBL;
4. Provide high quality inputs in the area of social protection, migration, ICT systems for portability, social inclusion and policy research;
5. Regularly coordinate with the KfW team members associated with the current PBL and the TA for providing relevant information, updates and also liasing with the PEA for obtaining necessary data for regular reporting to BMZ on the progress of the PBL;
6. Field visits to the states (if advised/desired by the Nodal officers). This will be subject to the situation of the pandemic in the destinations and the government advisories regarding physical movements to these locations;
7. Any other tasks/s as deemed necessary by the Nodal Officers and the KfW under the abovementioned support.

Competencies:

Essential:
i. Knowledge of social protection, reasonable understanding of relevant government
programmes in India, especially the PMGKY (is a must).
ii. Experience of working with government departments/Ministries at the central or the state levels;
iii. Experience in sectors related to social protection, labour, migration, gender, e-gov and similar areas;
iv. Basic understanding of research life cycle, technical and intellectual skills relevant for the TA;
v. Strong communication and interpersonal skills and a proven ability to be flexible in demanding situations;
vi. Ability to present information and concepts clearly and concisely, both verbally and written;
vii. Strong Data processing, analysis and data presentation skills;
viii. Suitable computer proficiency, especially related to professional office software packages;

Desirable:
i. Familiarity with international frameworks like the ILO’s Social Protection Floor, Sustainable Development Goals (SDGs) etc.;
ii. Experience of working in multi-disciplinary and multi-cultural teams;
iii. Experience of developing concept notes, research proposals, and supporting policy research linked to government’s welfare programmes.

Qualifications and Experience:
i. Post-Graduation in social sciences (Economics, Statistics, Sociology etc.) or economic development/development sector or management
ii. At least three (03) years of relevant professional experience and not exceeding six (06) years.
iii. Language Requirements: High proficiency in spoken and written English and Hindi; Proficiency in any other regional language is a plus.

Age limit
Maximum 32 years, as on 01 August 2021 (can be relaxed for ideal candidate, if need be)

Duration
The candidate will be hired by KfW as a Consultant, for a period of twelve (12) months. It may be extended, if required and on mutually agreeable basis.
