Specific Duties and Responsibilities:
  • Support the development and oversight of a comprehensive capacity-building strategy to strengthen the capacities of those involved in COVID Vaccine planning and delivery at various levels, such as Government officials, front line workers and stakeholders in public and private sector, in consultation with the project team and various Government bodies.
  • Conduct a capacity building needs assessment to understand the training and skill enhancement needs and learning preferences in various cadres of frontline workers, government officials, and private sector service providers.
  • Guide and oversee that the  capacity building priorities and deliverables of the project are executed according to the work plan.
  • Introduce and promote innovative learning tools and methodologies including contemporary e-learning tools and materials.
  • Ensure that capacity building priorites implemented by the project go beyond traditional training programs and include modern methods of enhancement of knowledge, skills and competencies. 
  • Support the collation of feedback of training programs and identify key learnings and best practices for wider sharing among the states.
  • Maintain an effective network with development partners engaged in capacity building and Government at the national level and sub-national level.
  • Oversee development and implementation of training plans in various states, including technical inputs from training/capacity development experts and applied technology experts. 
  • Provide supervision and guidance to other project related staff engaged in Capacity building activities.
Qualification & Experience
  • Master’s Degree in Sociology/Social Work/Public Health/Health Management or
  • Administration.     
  • At least 10 years experience working on Capacity building strategies at national and/or state level. Exposure to the Development sector will certainly be an asset, as would be exposure to IT-enabled capacity building approaches.
  • In depth experience of establishing and managing strategies and systems for capacity development of a variety of personnel is required including in IT enable systems. Exposure to capacity building in health programs will be advantageous and preference will be given to those with Immunization experience. 
  • Substantive training experience, including the design, facilitation, and delivery of training plans.
  • Knowledge and experience of modern and innovative methods and best practices in capacity building will be useful. 
  • Experience in writing reports, technical documents, training manuals, and the development of learning materials.
  • Ability to work effectively in a highly collaborative team approach.
  • Excellent communication and organizational skills.
