PFA’s Transform Schools Programme works in Odisha, Chhattisgarh, Haryana, Himachal Pradesh and West Bengal. It uses powerful models and high-quality resources to transform Teaching, Learning, School Management, Enrolment and Gender PARity. These are implemented in partnership with State governments and NGOs.

Position Purpose
|
The Associate Director Programmes (ADP) has overall responsibility of leading programme development and management aligned to Transform’s mission. The position is responsible for high quality, efficient and effective programming. ADP provides management and technical leadership to programmes, team and government implementation. S/he manages upkeep and use of a robust management information system to track the impact of our work, ensures data analysis and human stories lead to development of better programming and pitches to donors. The ADP would be using his/her vantage position to inform and shape focus and funding to core issues through their exceptional written communication, public speaking and high-level external advocacy.

Key
Responsibilities
|
1. Lead Strategic Programme Development and Partnerships
- Lead the formulation of PFA’s strategic programme priorities
- Negotiate the plans for each State government in alignment to the strategy and ensure timely reporting of progress to the State leadership.
- Stay abreast and use national and international standards in education for programming
- Identify and support response to partnership and funding opportunities in line with organisation strategy
- Use programme lessons, data and impact analysis to feed in proposal development. Develop a technically viable theory of change, appropriate impact framework for proposals, activity plans and budgets.
2. Programme Management
- Lead development and high quality implementation of the annual programme plan – National and State, forecasting the resources required.
- Delivery and impact of annual programme plans and budget
- Ensure that programme plans and delivery reflect good practice and are technically sound
- Use technical expertise required for program development
- Train & support programme team to deliver high quality programmes
- Identify and on-board technical experts to support programmes
- Track relevant developments and innovations in education to enhance programme quality
- Supervise and support programme staff, including agreeing and reviewing performance objectives, work plans and progress regularly
3. Quality, outcomes and thought leadership
- Develop high-quality and share quarterly impact and progress reports to the ED, Board, donors and government.
- Undertake monthly, quarterly and annual reviews of programme implementation
- Develop high quality quarterly and annual project and financial reports, including updates on projects and proposals, project evaluations, case studies and other key developments for the organisation.
- Ensure the business development team is able to respond to information, reporting and proposal requests from current and future
- Establish and maintain appropriate working relationships with, and represent, the organisation within the country to National and State government, funding agencies, partners, local and international donors representing the issues and organisation’s experience and position
- Keep abreast of developments across the sector by liaising with leadership and technical staff in government, charities and donors.

Person specification:
|
Essential requirements
- Belief in the power of education to impact social and economic outcomes for children
- A Masters in Education, Management, International Development or Social Sciences and a minimum of five years’ experience in managing and leading large programmes and grants in primary, secondary or higher education in senior management position.
- Demonstrated technical knowledge: education management, in-service and pre-service teacher training, pedagogy, accelerated learning, learning assessments and quality of teaching and learning
- Experience of managing government partnerships
- Technical expertise in STEM or Languages
- Strategic planner with strong attention to detail and aspiring high standards in all outputs
- Exceptional project management, training, writing, public speaking, data analysis skills
- Excellent working knowledge of Microsoft Office and rendering tools
- Excellent collaboration, problem solving skills, ability to prioritise a diverse and demanding workload
- Exceptional interpersonal, networking, spoken and writing abilities. Track of writing and publishing think pieces and position papers.
Desirable experience and qualities
- Teaching and teacher training experience
- International experience in education programmes
- Experience in writing education resources including implementation, training, teaching and learning resources.
- Abreast of cutting edge education research and evaluations
- A sense of humour and patience
