Manager, Impact Evaluation and Monitoring

We are a looking for an experienced Manager to lead our Impact Evaluation and Monitoring function. We look forward to finding an individual that would be responsible for monitoring the impact and progress across our diverse set of programmes (e.g. classroom observations to look for changes in classroom practice, developing appropriate metrics for impact in our scale programmmesand working with national research agencies to pilot new techniques to measure the impact of teacher training programmes in India). Measuring impact is in the DNA of our organisation, especially as we grow and scale our work. This is an exciting opportunity for an individual that wants to lead the development and strengthening of our Impact Evaluation vertical,bring rigour to our programme evaluation and ensure that we are iterating on programme design and course correcting, where necessary, using data and evidence.
Key Responsibilities (include but not limited to):
 Lead design of monitoring and evaluation framework and the tools for different Peepul programmes.
 Evaluate performance of all core programmes of Peepul through tools defined in the Monitoring and Evaluation Framework.
 Lead monitoring and impact evaluation internally or collaborate with external agencies,analyse findings from such evaluations and use learnings to inform programme design.
 Ensure timely implementation of monitoring projects with a strong focus on execution and quality assurance – including data validity checks, analysis / interpretation and editorial support.
 Lead research projects to collect and analyse data from organisations across India and abroad to build evidence which can be used to inform practitioners, funders and policy makers within the education sector.
 Generate and disseminate good practices and lessons, as identified through M&E implementation
 Facilitate capacity building and trainings for programme team and partners in the areas of high quality, impact-oriented planning and designing
 Produce high-quality, periodic reports of the evaluation for internal use and for funder reports
Qualification and Qualities:
 Master's degree in social work, rural development, statistics, demographics, public policy,economics, or related field
 Advanced certificate in M&E, statistics, data analysis or economics is preferred
 A minimum of 6-8 years of experience in private or public sector organisations;including demonstrated success in research management and monitoring and evaluation programs in the development sector.
Experience and Skills:
 Expertise in designing, implementing, and executing M&E systems from project conceptualisation to project implementation, including indicator selection, target setting,tool development, data collection, reporting, database management, and developing M&E and performance monitoring plans
 Excellent knowledge of the major monitoring and evaluation methodologies (e.g.quasi-experimental designs, pre-post, qualitative, quantitative, mixed-method, and impact assessment etc.) and data collection and analysis methodologies.
 Excellent knowledge of social science research, micro-planning, large scale survey, data analysis and report writing

 Experience in planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight.
 Excellent quantitative, problem solving, analytical and statistical analysis skills (including advanced Microsoft Excel skills and experience with analytical tools such as SPSS, R or Python).
 Capacity to synthesize monitoring data into effective presentation of results to help guide recommendations on performance improvement.
