REACH is a non-profit organisation dedicated to the fight against Tuberculosis (TB) for over two decades, with offices in Chennai and New Delhi. These are full-time positions for the Tuberculosis- The ALLIES project (The Accountability Leadership by Local communities for Inclusive Enabling Services) supported by USAID, as part of the TB Local Organization Network grant. The project will be implemented in a minimum of three priority districts in each state.

These positions are based in Chhattisgarh (1), Jharkhand (1) & Odisha (1)

The Project M & E Coordinator will have primary responsibility for carrying out day-to-day implementation of the project’s activities at the state level. Overall duties will include supporting the State Operations Lead for coordinating with the State TB Cell and other senior health officials, facilitating technical assistance, outreach, networking, and the execution of relevant events. The ideal candidate(s) will be an excellent writer, creative thinker, resourceful problem solver, and a highly productive worker who delivers high quality work consistently and on a timely basis.

Specific responsibilities will include:

• Ensure mapping of institutions, stakeholders, social welfare schemes and any other requirement as per the project objectives at district level.
• Facilitate creation of a cadre of trained community advocates equipped to demand rights respectful, gender and age-responsive TB services, including from key affected populations.
• Identify district specific potential interventions for enhanced social support for people with TB (focus on innovations) in consultation with relevant stakeholders.
• Engage stakeholders to develop a community-led accountability framework in an inclusive and consultative manner.
• Facilitate and ensure the smooth roll out of ALLIES at the district level with operationalization of accountability framework at facility level in the districts of implementation.
• Formulate activities to improve responsiveness and receptivity of health staff/workers on community engagement, rights based approaches, necessity of community participation in monthly meetings.
• Ensure piloting of and reporting on digital tools for ALLIES and provide technical guidance to Allies on regular basis for smooth implementation of the project.
• Support other activities such as Employer Led Model, engagement of elected representatives etc. on a need basis as required.
• Support State Operations Lead of REACH in advocacy with stakeholders like elected representatives, industries, media and community engagement structures like TB forums.
• Ensure regular interaction with State and District administration/ TB cell.
• Organize district level and participate in state level consultative meeting on dissemination of learnings.
• Report to REACH State Operations Lead to update on ALLIES reporting status and content and ensure timely report submission.
• Facilitate programmatic monitoring visits.
• Support in operationalizing any specific research study/ assessment at a district level through ALLIES and document major success and challenges.
• Ensure implementation of job responsibilities of TB Champions/ALLIES, District Strategists - timelines, reporting formats, honorarium etc.
• Support ALLIES staff on documenting reports, logistic arrangements for workshops and meetings, support and implement financial and administrative requirements of the project activities.

Qualifications, Experience and competencies required:
• Master’s degree in Public Health, Social Science, Social work, Communications, Development Studies, International Relations, or related field with minimum 5 - 7 years work experience preferred.
• Knowledge of TB and the functioning of the TB programme preferred
• Experience in community engagement for public health
• Experience in conceptualising and organising workshops and capacity building programmes.
• Excellent verbal and written communication skills.
• Ability to work independently, with high levels of self-motivation.
• Ability to use tact and diplomacy with all sensitive issues and special situations.
• Strong computer skills and familiarity with Microsoft Office, email clients, Internet research, and social networking tools.
• Basic knowledge of financial reporting important
• Knowledge and fluency in English and Hindi (for Chhattisgarh and Jharkhand) and Odia for Odisha is essential.
• High ethical standards and transparent working style
• Willingness to travel extensively within the state.
