ESIC Systemic Improvements Executive

Safe in India Foundation (“SII”) seeks a passionate experienced individual to help improve ESIC (Employee State Insurance Services) on a full-time/part-time consulting basis.

​SII, a Community Service Organisation, founded by alumni of IIMA, and advised by a senior Council of Advisors, is engaged in three key social-impact areas:

(a) assisting workers injured in Gurgaon-Faridabad factories with their ESIC healthcare and compensation,

(b) using this experience to help improve ESIC processes for about 14 crore Indians depending directly or indirectly on ESIC and,

(c) using this evidence to improve safety in Indian auto-sector supply chain to reduce such accidents for more than 3 crore workers. 

​Since 2016, SII has assisted 2,700+ workers with healthcare and compensations (value in excess of Rs 20 crores), influenced ESIC in numerous process improvements, and started accident prevention initiative with Central/State ministries, their relevant agencies and the auto-sector and its apex associations. ​Role: This is a key strategic role, reporting to SII Co-Founder & CEO, to assist Indian workers, by leading SII’s ESIC systemic improvement initiative, including the following: 

​1. Structure and analyse evidence of ESIC’s good and not-so-good on-the-ground practices, collected through SII’s own Worker Assistance Centres, currently in Gurgaon and Manesar, and through potential partners/research in Tamilnadu, Maharashtra and Gujarat, to provide regular feedback to ESIC for continuous operational improvements in their processes of healthcare and compensation.

​2. Understand the Indian health system, ESIC’s role within it, its unique services and benefits and their importance for Indian workers; and create strategies for pushing for systemic improvement in ESIC rules, regulations, governance, etc. to ensure that it serves the current 14 crore+ Indians better and provide them the promised healthcare from the government and reduce their dependance on expensive private medical care.

3. Keep abreast with changes in ESIC rules and regulations, and their implementation, especially in the context of the new Social Security Code and ensure SII’s response to them proactively and robustly.

​4. Author Safe in India’s recommendations, presentations, communication and reports for influencing multiple stakeholders with constructive suggestions.

5. Represent SII externally and build relationships with senior stakeholders, nationally and regionally, to make these improvements happen, including labour unions to improve awareness and utilization of ESIC services. 

Requirements:
(a) At least 5-7 years’ impact experience in social sector and/or healthcare and/or health insurance and/or policy research/implementation,

(b) Strong Research, Analytical and English Communication skills,

(c) Ideally Post-graduate/PhD/equivalent

(d) Genuine ability to empathise with the cause of Indian workers in line with our values and to help improve public sector delivery

(e) Willingness to work and engage with the community

(f) Location ideally Delhi/Gurgaon,

(g) Commitment to this role for at least 2-3 years
