About IHAT:
India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused on areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal, and Child Health improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.
IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka, and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions, and Communities.
About Program:
The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, Newborn and Child Health (RMNCH), Family Planning and Nutrition programs.

Job Summary :
Senior Program Officer, ICT will be responsible for managing, planning, strategizing, designing and support to the Director, ICT to deliver on the grant objectives, keeping in mind the long term vision of the Digital needs, for public health in Uttar Pradesh, which includes the implementation of NDHM.
Key Responsibilities:
The Senior Program Officer, ICT is expected to perform the following task:
– Support the Director, ICT with preparation for internal and external discussions/meetings;
– Lead Project/Program management for implementation of various digital/ ICT Solutions;
– Monitor and manage the progress of planned digital/ICT intervention and their outcomes;
– Develop and present periodic updates and reports to various stakeholders;
– Highlight any risk foreseen with respect to the proposed work plans, and work with Director, ICT to pro-actively mitigate such risk;
– Work closely with clients and cross-functional departments, to prioritize tasks, align and understand business and systems requirements, ensure development and alignment to project timelines;
– Oversee the implementation and training efforts are line with the finalized project timelines;
– Good understanding of emerging technologies and frameworks on public health systems, innovative public health solutions;
– Organize/ lead ICT related meeting with external stakeholders like government bodies (state and central government), vendors, and with other team of UPTSU;
– Coordinate closely with the Team Lead, of other initiatives like FLW & CPHC platform, Facility Layer Platform, etc. to drive timely delivery of grant objectives;
– Responsible for the successful execution of ICT initiatives and provide technical leadership in managing ICT operations of state digital health initiatives including long-term sustenance;
– Liaison with Health Department, National Health Mission-UP (NHM), and other govt. offices for smooth implementation of different digital health initiatives under the UPTSU project.
Work Experience:
– Minimum 4-7 years of work experience, consulting experience/ demanding results-driven environment;
– Prior experience IT/digital projects in the public health /development sector will be an added advantage.
Education:
MBA/MPP or a Master’s degree in Computer Science or related fields preferred

Technical Competencies:
– Demonstrated cross-cultural, teamwork, and advance knowledge in computer skills like MS office;
– Knowledge of Project Management tools;
– Knowledge digital application, preferably in public health;
– Managing the MIS and other performance Reports as per business requirements;
– Experience in troubleshooting, debugging, and upgrading existing systems;
– Experience in deploying programs and evaluate user feedback.
