Position: Specialist – Learning and Impact (M&E) - Project Management Unit (PMU) for Brihanmumbai Municipal Corporation (BMC)

Education:

PhD/MPS Population Science/MPhil Population Science Experience: • Candidate should have minimum of 8 years of experience in monitoring and evaluation activities, data management and analysis, conducting quantitative and qualitative research, developing and utilizing MIS systems

• Candidates should have minimum 2–3-year experience of providing technical and programmatic support to the national government/ state government/ city ULBs on program and policy around health system strengthening and/or primary health care. Those with experience of urban health will be given preference

Desirable/ Preferable:

• Technically sound in M&E and data analytics and possesses excellent skills for using quantitative (e.g., SPSS) software packages with high level of computer skills such as MS Excel/Access/Pivot tables, etc.;

• Demonstrated ability to provide the technical assistance on M&E of program and research studies;

• Demonstrated experience in technical aspects of data analysis, data driven decision making, performance monitoring on key program indicators, data quality, etc.;

• Skills in program data analysis generated through various MIS software and develop strategic road map for planning and monitoring including skills in conducting training on data management to state and district level staff;

• Excellent communication and interpersonal skills including presentation and writing skills;

Necessary Skills:

• Excellent interpersonal skills to effectively build and manage professional relationships with technical experts, other partners and community stakeholders

• Excellent written skills in English.

• Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.

• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point.

 

The key deliverables will include (but not limited to) the following:

• Day-to-day data management, analysis, preparation of reports and its usage for informed evidence-based program design and implementation;

• Support in the development of overall monitoring and evaluation framework and processes to measure, assess, and report on HBT clinics reporting and generate results;

• Support the PMU team in synthesizing research and monitoring and evaluation findings and communicate/present key findings to BMC and other relevant stakeholders;

• Use appropriate tools and techniques for monitoring and analytical approaches for developing dashboard and assist in enhancing data quality by data analysis;

• Coordination with the relevant Nodal Program Officers of BMC on analysis of data and provide technical inputs on desired analysis of health data;

• Preparation of analytical reports and develop presentations and share with team members;

• Undertake field visits as per the need;

• Support Manager M&E and PMU team to conduct training program for staff and BMC personnel at state/district on technical aspects of data collection, compilation, reporting and analysis and mentoring to improve data quality;

• Any other responsibilities given by State Head / Specialists/ Manager M&E
