Position: Associate Manager – Public Finance Management

What will the Associate Manager – PFM (Fellowship and Alliance) really do?
The Associate Manager will be responsible for leading the planning, design, and execution of two critical initiatives of the PFM team – PFM fellowship and PFM Alliance. The work would entail a diverse set of responsibilities, ranging from design of the initiatives, liaising with multiple internal and external stakeholders, partnering with PFM experts and institutes, launching these initiatives, documenting learnings and challenges, and ensuring long-term sustainability.
A) Design and launch of PFM fellowship
- Evaluate multiple options and finalise the ideal target audience for the fellowship
- Develop the structure, curriculum and execution model of the fellowship to ensure long-term sustainability
- Liaise with PFM domain experts and institutes, government stakeholders, non-profits, and other relevant stakeholders to co-create the fellowship structure and co-host the fellows
- Ensure a high visibility launch of the fellowship, quality of application pool, evaluation and shortlisting of fellowship cohort
- Provide regular mentorship and support to the fellows, while ensuring delivery of pre-agreed projects
- Lead the program management for successful implementation of the fellowship
- Document the learnings and challenges from first cohort and adapt the fellowship accordingly
- Ensure smooth running of day-to-day operations, troubleshooting and managing relationships with all stakeholders
B) Conceptualise and institutionalise a national PFM Alliance
- Undertake a landscape study of all PFM and affiliated organisations, their vision, accomplishments and activity streams
- Liaise with PFM domain experts and institutes, government stakeholders, non-profits, and other relevant stakeholders to develop the Alliance vision and mission statement, organisation structure, financing options
- Develop the structure and operational model to ensure long-term sustainability
- Ensure a high visibility launch of the Alliance, impactful membership and embed the Alliance in an established PFM Institute
- Develop the performance metrics and document impact of the Alliance
- Lead the program management for successful and sustained operations
C) Engage with Public Finance Management ecosystem
- Maintain relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation;
- Build relations and partnerships with senior government officials, other stakeholders and NGOs; and participate in all relevant events;
- Maintain strategic partnerships and manage and implement resource mobilization strategies;
Qualifications and Experience
- Chartered Accountant or Master’s degree or equivalent in economics, business administration, public administration, public policy or other directly relevant fields;
- 4+ years of experience in government advisory, public finance, business consulting or in a non-profit;
- Field based experience working with multi-cultural and geographically diverse and spread teams;
- Prior knowledge of Infrastructure Financing or exposure to the public finance sector is desired
