Position: Specialist – Health Informatics

1. Scope of Work
Health Systems Transformation Platform seeks a Specialist – Health Informatics expert who will support HSTP and our partner state government and agencies to develop health information systems and analyse health information to monitor health system performance, identify key challenges and provide digital solutions.
Key Roles and Responsibilities:
- To develop, monitor, and evaluate digital health information systems including geographic information systems.
- To assess the existing data collection systems at different levels and provide recommendations on optimising the quality of the systems.
- To analyse the data of routine health information systems/surveys.
- To design computer based, mobile phone/tablet-based data collection forms, data management systems, and dashboard using various digital tools.
- To visualize the data and findings in appropriate graphical methods using various tools.
- To carry-out advanced statistical analysis of quantitative and qualitative data using open source software such R.
- To write proposals/protocols, reports, publication materials, scientific manuscripts for publication in peer-reviewed journals.
- To help HSTP and their partners interpret the data generated by health systems to inform policy and programme formulation and monitoring.
This scope of work may evolve as the work progresses, reflecting the dynamic nature of health systems and policy change in the process.
2. Essential requirements
2.1 Qualification: Essential: Master’s degree in Health Informatics/ Information Technology/ Computer Applications/ Statistics/ Data Science/ Public Health/ Demography/ Economics, or any other equivalent PG qualification. Desirable: PhD or MS or equivalent degree.
2.2 Experience:Five to ten years of experience in health research and/or electronic health data management and analysis, application of mixed research techniques (quantitative and qualitative) in health or allied disciplines, development of health information system monitoring and evaluation frameworks and data analysis plans; assisting with study implementation, analysis and interpretation of results and documentation. Experience of working in partnership or closely with the Government or its technical support institutions is desirable.
2.3 Skills/ Competencies
- Able to design, implement, and evaluate health information system databases
- Able to design digital solutions and use software packages for data collection, storage and database management.
- Advanced knowledge and skills in the analysis and synthesis of health data to support on-demand program insights.
- Ability of handling big datasets through use of software and use of data visualization tools.
- Knowledge of big data/advanced analytics concepts and algorithms – text mining, social listening, predictive modelling, etc.
- Identify KPIs and build monitoring dashboards to support effective programmatic decision making
- Managing a project end-to-end: problem scoping, data gathering, EDA, visualizations, modelling and insights

4. Location: New Delhi with travel to states for stakeholder/partners meetings & experiment sites.
5. Period of contract: Initial contract will be for a period of one year commencing from 15 September 2022 (renewable). Renewal is subject to satisfactory performance decided by periodic/annual appraisals and availability of grant funds.
6. Contractual arrangement: Consultancy contract for the above-mentioned period from our strategic partner ACCESS Health International.
