Position: Monitoring, Evaluation, and Learning (MEL) Specialist

Position Description
Responsibilities of the MEL Specialist include, but are not limited to:
- Help create Theory of Change; Log frame; M&E implementation plan
- Work closely with the Senior Management Team, develop, monitor, and ensure successful implementation of project performance monitoring plan by overseeing project results, reporting on indicators, and data management.
- Outline specific learning activities and quarterly “pause and reflect” performance review processes
- Work closely with the Communications team to create an inward- and outward-facing learning agenda.
- Review the audit trail if there are any red flags work with the indicated team to collectively determine what went wrong and how to address any shortfalls in the future.
- Facilitate constructive and collaborative dialogue during regular MEL project reviews and biweekly team meetings.
- Coordinate data collection for and prepare quarterly report summarizing the overall results of the quality assurance surveillance and documenting performance against the approved indicator list.
- Build capacity of concerned stakeholders
- Guide on program changes basis the M&E performance
Qualifications:
- Master’s degree in statistics, economics, mathematics or closely related field and minimum of 8 years of experience designing and implementing M&E systems for international donor-funded projects; or Bachelor’s degree and 12 years of experience.
- At least 8 years of MEL experience with international donor -funded projects.
- Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for MEL.
- Excellent management, communication, and organizational skills (attention to detail is required); demonstrated flexibility and capacity to multi-task.
- Familiarity and experience with indicators relevant to the energy sector preferred.
- Ability to articulate and apply CLA principles.
- Demonstrated experience in analytical skills and data visualization.
- Computer literacy, with ability to analyse and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.
- Experience with MEL that measures and promotes gender and social inclusion.
- Ability to work effectively, responsively, and collaboratively with government counterparts, development and private sector partners, civil society organizations, and academic/research institutions.
- Excellent communication, presentation and interpersonal skills in English.
