Key Objectives include:
• - Improving the quality of service provisioning under Comprehensive Primary Health Care in select facilities in the project area
• - Improving the coverage and access of health and nutrition services through - strengthening service delivery mechanism at the village level
- Engaging community based organizations, community representatives, civil societies to drive health & nutrition seeking behaviors and building and testing a community governance model
• - Innovate by leveraging information communication technologies in improving the processes
The program aims for comprehensive health & nutrition outcomes in the selected mandals and will be coordinated by a central team led by state program manager, with constant engagement with government officials at state, district and mandal levels.
Concurrent Monitoring and Measurement (CMM) plan has been designed to ensure the
effective progress of the project in accordance with the stated objectives, outputs, outcomes (impacts) and within an agreed timescale.
CMM is responsible for designing and implementing processes and tools to generate and analyse outcome and process data on community and facility level services at scale. CMM will also play a critical role in the capacity building of program team and Government counterparts on data driven decision making.
JOB DESCRIPTION
Job Summary
The CMM system will conduct various studies and assessments. State M & E Officer will be responsible for operationalizing, leading, and managing the CMM data collection system.
S/he will lead preparation of strategies for collection, analysis, and dissemination of data in the region.
S/he will build capacities of the team on understanding and interpretation of data. S/he will be responsible for the overall achievement and effectiveness of the Monitoring,
Evaluation and data-driven management in the region. Specific responsibilities include:
• Conducting the baseline and end line for both facility-level and outreach level
• Creating necessary instruments to conduct the Annual surveys
• Deriving a sampling strategy that would fit in the scope and scientifically proven
• Organizing plans for data collection, analysis, use, and data quality
• Leveraging process data to define new indicators for concurrent monitoring
• Creating a framework in which the stakeholders can obtain feedback based on the analyzed data on how the project is running and make suggestions for program improvement.
• Engaging all the stakeholders in CMM so that CMM is integrated into part of everyone’s’ job and continued as a mechanism to measure the program performance scientifically even after this project closure
Reporting Relationships
The State M&E Officer shall report to the State Program Manager and support the district teams.
Key Responsibilities
• The M&E officer will lead the overall CMM initiatives of the Project..
Implementation / Operational Leadership and Management:
Effectively Implementing Data Collection Mechanisms:
• Ensuring all the data collectors and consultants involved in data collection are adequately trained on relevant methodology and tools, ensuring timely
refreshers as and when required; ensuring add-on supplementary trainings when any component is added or modified;
• Ensuring efficiency, timeliness and quality of data collection
Data Analysis &Sharing:
• Ensure preparation of user-friendly and audience-specific presentation of CMM data for various stakeholders at the mandal/ district level.
• Lead presentation and sharing of data / findings of various components to
Government functionaries and stakeholders at the mandal, district level on an on-going basis in coordination with the team.
Support to build Data Driven Management in the Government system:
• Building capacity and on-going hand-holding / mentoring of key mandal and district-level officials on understanding and use of data in the program context for decision-making
• Steer discussions on data-driven management at the block and district-level in coordination with the team.
Capacity Building:
Build capacities of the team members and data collectors at the district level on understanding and interpretation of data.
Qualification & Experience
Essential:
i. Master’s Degree in Statistics / Mathematics / Public Health/Social
sciences/Management or 4-year Bachelor degree like B.E. or B.Tech with very
strong quantitative aptitude
ii. Over 2 years of progressively responsible professional experience in Public
Health Program
Preferred:
i. Professional experience in Public Health program management, specifically in
Monitoring and Evaluation with large data handling.
ii. Hands-on knowledge of applied statistics
iii. Systems analysis experience
iv. Experience of handling large data set
v. Experience, exposure and interest in epidemiology
vi. Experience of working with Government system and machineries – at state,
district and block-level, more preferably with ICDS or Health department
Skills & Competencies
i. Very strong quantitative aptitude / numeric ability; very strong reasoning /
analytical ability; and eye for details
ii. Very high ability to articulate – both in English and Telugu; ability to
communicate convincingly, logically and effectively; ability to describe
complex subject in a simple way for understanding of people of various levels
iii. High level of proficiency in Excel and Power point
iv. Proficiency in English – both speaking and writing
v. Excellent presentation skill
vi. Initiative taking, self-starter, ability to work without external motivations; Proactiveness
and openness to embrace new technologies
vii. Ability to travel for about 50 to 60% of the time – sometimes to remote
locations; ability to occasionally stay and work in field.
viii. Ability to cope with Government style of working; ability to work with
Government system and machineries at the district and block locations.
