Job Purpose
To ensure elimination of avoidable blindness in Operation Eyesight’s geographic areas of interventions in India on a sustainable basis. Ensure the elimination of avoidable blindness following OE’s flagship approach.

- Ensure cost-effective utilization of program resources while adhering to established standards and guidelines of the organization.
- To ensure program delivery through planning, implementation and monitoring in coordination with various stakeholders.

Organization
The position reports to the Program Manager
Primary Responsibilities:
Program Planning & Implementation
- Participate actively in the formulation/review of country program strategies
- Contribute towards development of OE India annual business plans
- Prepare quarterly, semi-annual and annual work plans and budgets in coordination with partner hospitals
- Work with state and district counterparts to develop roadmaps, operational plans and financial proposals for operationalization of primary eye care services in the public health care facilities in alignment with the operational guidelines for primary eye care at Health & Wellness centres of Government of India
- Coordinate and work closely with the National Health Mission (NHM), National Program for Control of Blindness and Visual Impairment (NPCBVI) and other relevant government departments
- Formulation of project proposals that reflect key needs of geographic areas of intervention and partner hospitals and involve key stakeholders in the process
Capacity Building
- Identify training needs of staff of state/district health departments
- Liaise with NPCBVI and/or adapt learning resource packages to train staff
- Optimally use the organizational resources in training the selected staff in coordination with OE Program Manager – Technical
- Liaise between OE and other training institutes/eye care agencies/partner hospitals for training programs
Monitoring and Reporting
- Prepare and implement monitoring plans for projects and monitor the progress periodically
- Track/monitor progress against program objectives, milestones and activities
- Collect, compile, analyze and report program performance indicators
- Coordinate and ensure timely submission of quality weekly, monthly, quarterly and annual reports
- Collect required information from the field to develop the case stories and share with the line manager
- Attend to donors and visitors visiting the program, coordinate field trips and meeting with partners
- Regularly monitor the program performances through digital tools such as eyeSmart
Communication
- Support development of communication material such as IEC and BCC
Research and Advocacy
- Identify research ideas and develop proposals
- Build relationships with partner hospitals and government agencies and NGOs in OE’s geographic areas of intervention to further OE’s objectives
Working Conditions and Job Requirements
- Stationed in Bhopal, Madhya Pradesh
- Frequent travel to field location
- Women candidates will be preferred
Person – Eligibility Criteria
Abilities/ Skills
- Strong written and oral communication in English and Hindi
- Experience of independently liaising with state and district health functionaries
- Good documentation and report writing skills
- Ability to handle a variety of assignments under pressure of deadlines
- Proficiency in Word, Excel, PowerPoint and Outlook
- Ability to travel frequently in the field
Qualifications/Knowledge and Experience
- Master’s in Social Work/Public Health
- 3 to 5 years of experience of working in the public health domain/NGO sector
- Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies—particularly Ayushman Bharat and National Health Mission
