Overview of the functions of the post
Duties and Responsibilities
- Under the overall authority of the Director of the UNESCO New Delhi Office and the direct supervision of Head of Culture Sector, UNESCO New Delhi, the incumbent shall:
- Design the overall Monitoring and Evaluation mechanism of the above mentioned West Bengal RCCH II project in line with the recommendations made by the Contract Committee of UNESCO:
- In light of the overall Monitoring and Evaluation Mechanism, work out the necessary budget for the M and E, on the basis of the overall budget of the West Bengal RCCH II project;
- identify a NGO that can play the role of spot-checking agency for the M and E to be conducted in rural areas of West Bengal, which will verify 50000 beneficiaries, and elaborate the scope and modalities of this spot checking;
- Coordinate the establishment of the database on the 50000 beneficiaries and identify an IT expert to develop the data base to track the 50000 beneficiaries;
- Contribute to the programme implementation also notably in the establishment of the Steering Committee and its related coordination with the Government of West Bengal; .
- Coordinate the project’s reporting, monitoring and evaluation requirements: ensuring the compliance by Implementing Agency with specific reporting requirements by UNESCO and donors, editing and compiling reports so as to ensure accurateness as regards the content and language
- Perform any other tasks requested by Chief of the Culture sector or Director of the Office

Required qualifications
Education:
Minimum Master’s degree in the field of anthropology/ethnology, preferably. Sociology, history or management.
Work Experience:
Minimum 7 years of experience of having managed projects in the field of craft and skill based livelihood project with a large number of beneficiaries (more than 1000) in India or other countries in South Asia or experience of being involved in monitoring of such large scale livelihood projects in India or in other countries in South Asia is an advantage.
Skills and competencies:
- Excellent management skills for coordinating and monitoring complex and large scale of livelihood projects in particular with a large number of beneficiaries;
- Excellent knowledge on the areas of India’ s craft sector and/or performing arts,
- excellent writing skills in drafting reports, talking points, and other documents, as well as good oral presentation skills
Languages:
Excellent English both in oral and written. Knowledge of Bengali is an asset
Pay level: INR 152,593/- monthly
Duration of Contract
The contract shall be for Initially for two years (with 3 months as a probationary period). Subject to satisfactory performance, a service contract will be renewable within the project duration (3 years), upon satisfactory performance and budget availability.
