Objectives of this consultancy
The World Bank is looking to hire a consultant to support the Mind, Behavior and Development (eMBeD) unit’s COVID-19 vaccination work. The consultant will be responsible for supporting many aspects of project implementation, including supporting design and implementation of surveys, coordination with country teams, and managing administration and project budgets.

Specific tasks
The consultant will conduct the following activities:
1. Research management:
a. Tracking COVID-19 vaccine hesitancy, communication activities, and interventions in select countries within one of the regions.
b. Attending country communication meetings (RCCE or other communication committees) and keeping the team up to date.

c. Managing country workflows (tracking survey preparations and status, coordinating translation of materials, managing survey versions, report/presentation updates, etc.)
d. Drafting proposals for new project activities
e. Supporting implementation of Facebook ad campaigns and chatbot surveys, as needed
f. Tracking and documentation of project activities and results, contributing to reports

 

2. Survey and intervention design:
a. Supporting adaptation of surveys to country contexts
b. Assist in developing creatives for Facebook messages

4. Outcomes and deliverables
The consultant will produce:

- Spreadsheets summarizing project activities (countries, activity dates, survey versions, etc.)
- Written reports summarizing key findings
- Proposals for surveys, A/B testing, and interventions tailored to each country
- Documentation of project methods and processes for internal and external use
- Feedback on surveys, messages, and implementation/evaluation designs
5. Selection Criteria
The consultant should comply with the following profile:

• At least a Master's degree in a relevant field, such as economics or public health
• 3-5 years' experience in project management with strong attention to detail
• Experience managing research projects in an international setting with multiple stakeholders
• Expertise in behavioral economics and applications to behavior change communication campaigns
• Good interpersonal and written communication skills
• Excellent written English skills
• Languages: French, Arabic, or Russian preferred
6. Special conditions
Contract duration, level of effort, and schedule of deliverables
The duration of the contract will be from February 1 – June 30, 2022, for a duration of up to 100 days.
