Position: Monitoring, Evaluation, Research and Learning (MERL) Lead

Specific Duties and Responsibilities:

  • Provde leadership to the project as a resource and expert on advanced M&E approaches and methods for the project, including but not limited to:
  • Process and impact evaluation designs including population based, health facility, and other surveys
  • Methods for systemic inquiry and situational analysis such as literature reviews, conceptual frameworks, development of evaluation questions, rationalizing evaluation processes. 
  • Diagnostics and analysis of qualitative data collected, provide guidance on how to present interpret and infer from the results
  • Provide guidance and oversight to Covid Vaccination Project team for performance monitoring, M&E plan development, data gathering, data quality improvement, trend analysis and reporting, development of tools including databases and data management protocols.
  • Lead the design of evaluations, operations research, implementation research and other special studies to advance the learning agenda. 
  • Lead and provide needs based technical assistance to the central and state governments in planning monitoring strategies, health information systems, supporting the development of data processing and analysis plans.
  • Provide guidance in the development and implementation of action plans for dissemination and use of information for decision making in a large multi-stakeholder environment including central and state government partners, project teams at national and state level, donors, partner NGOs, Home Office and other actors.
  • Develop M&E guidance, reports and publications of results, as required, in consultation with Project team. 
  • Conduct literature searches and collate available scientific evidence on Covid 19 Vaccination policy and programmatic issues as part of the team’s research activities to strengthen evidence based decision for rapidly improving coverage, reduce vaccine hesitancy, gender gap and other challenges.  
  • Keep up-to-date with the latest scientific evidence on Covid 19 Vaccination by regularly reviewing national and international evidence and update the team.
  • Line management and supervision of other staff in the MEL team of the project.
Qualification, Experience & Skills
  • MA/MSc or PhD required in Statistics, Biostatistics, Public Health, social sciences, demography, epidemiology or related areas of study.
  • Minimum 10 years relevant experience in leading Monitoring and Evaluation of large-scale health and health service delivery and systems strengthening programs. Leading MERL teams in vaccination programs will be highly advantageous. 
  • Familiarity with the principles and current approaches to monitoring and evaluation.
  • Experience in the design, conduct and analysis of research studies (qualitative and quantitative).
  • Experience with data management systems (MS Access, MS Excel, and/or online data collection tools, e.g., ODK) will be helpful.
  • Excellent data analysis skills and proficiency in data analysis tools (e.g., MS Excel, SPSS, Stata, R, and/or SAS).
  • Proficiency in the use of data visualization tools (e.g., Datawrapper, R, MS Power BI, or Tableau) will be useful.
  • Demonstrated experience in collaborating with various types of government partners
