Responsibilities:
- Develop M&E frameworks and systems for different projects including contribution to the design of project indicators, tools for data collection, storage, analysis of data, and its publication under the RCM portfolio.
- Work closely with the Central Program team and State Technical Assistance team to gauge project requirements.
- Ensure alignment of research and M&E activities with program goals including defining project targets and developing data collection tools and preparing evaluation reports;
- Lead tracking & delivering all M&E-related reporting requirements to Internal & External stakeholders.
- Collate, organize and analyze project data and update project indicators with program data.
- Coordinate with state-level Data Managers for smooth flow of data.
- Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies.
- Handle data management of dynamic data sets- ensuring correctness, completeness, and timeliness of data shared by the State Leads.
- Manage data-related queries and find solutions related to data entry and analysis.
- Supervise and provide mentoring support to staff involved in collecting and analyzing data and reporting results.
- Design and implement processes for Monitoring and Evaluation of Sub-Grantees, in collaboration with the Program Leadership;
- Conduct field-based monitoring, technical assistance, and training to program teams, and partner organizations, to strengthen their capacity in the collection, cleaning, and analysis of data for program management and donor reporting.
- Collaborate with counterparts and partner organizations in work Planning and Program Implementation;
- Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, and other research outputs of the program;
- Contribute to and review quarterly and annual program reports, project deliverables, and assessment reports prior to submission to donors and PATH headquarters.
- Develop research protocols and ensure approval from the Research Ethics Committee at PATH and local IRB (as required) ensuring the protection of human subjects.
Required Experience:
- Bachelor’s/Master’s Degree in a relevant field (Development Studies, Public Health, Epidemiology, Statistics or Life sciences, etc.)
- 4-6 years experience and demonstrated practical skills in monitoring and evaluation preferably for donor-funded programs.
- Demonstrated experience in the Development and Implementation of Monitoring and Evaluation frameworks and systems required for community development and technical assistance programs.
- Experience developing study design and methodology including study protocol, sampling procedures, assisting with implementation, analysis, and interpretation of results and documentation results, and learnings from the project is preferred.
- Excellent knowledge of Monitoring and Evaluation principles and practices is essential.
- Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.
- Demonstrated ability and skills in Data Management, data analysis, and synthesis, performance evaluation, and correction, and report writing.
- Competency in Training, Institutional Capacity-Building, documenting project learnings for advocacy.
- Excellent representational and communication skills.
- Written and oral proficiency in English, and verbal communication skills in one or more local languages.
- Knowledge of statistical software (such as SPSS, STATA, and SAS) and comfort with Microsoft Word, Excel, PowerPoint, and Access (or similar tools) is preferred.
