Workshop Design and Delivery: “How to Communicate the Value of Gender Mainstreaming in Multi-stakeholder Partnerships”
A. Background:
Established by the World Economic Forum in collaboration with the ASEAN Secretariat in 2015, Grow Asia brings together companies, governments, NGOs, and other stakeholders to develop inclusive and sustainable value chains and initiatives. At Grow Asia’s core are three goals – to increase the productivity, profitability, and environmental sustainability of smallholder agriculture across the region.
Grow Asia launches and supports 6 locally-driven Country Partnerships (CPs), which engage 520 partners and collectively support 46 locally-led Working Groups (WGs) that reach 1.8 million smallholders through direct interventions and sectoral coordination. The 46 WGs cover 18 agriculture sectors, including grains, fisheries, livestock, horticulture, soybeans and pulses, tree crops, and dairy. WG members are comprised of the private sector, public sector, and CSO/Farmer organizations. Our CPs are in Cambodia, Indonesia, Myanmar, Papua New Guinea, the Philippines, and Vietnam. Each CP is comprised of 2 – 5 staff (including a Country Director) who build partnerships with private and public sector partners, facilitate and support Working Groups, hold learning events, and raise local funds. Grow Asia expands our impact by engaging with international and regional partners to deliver programs across Southeast Asia (such as our Digital Program, COVID-response, Responsible Investing, among others). Regional coordination and programs are provided by the Grow Asia Secretariat based in Singapore, which includes 6 staff. Starting in 2020, Grow Asia has included Gender Mainstreaming across all our in-country and regional programs.
Smallholder farmers generally face many challenges, but women smallholder farmers face additional constraints beyond those of men farmers: women tend to be invisible to policymakers because they are not seen as ‘productive’ farmers and are often expected to provide unpaid farm work while bearing the burden of care and reproductive roles within the family and community. In order to encourage our network of 520 partners to consider, include, and empower women along their value chains, Grow Asia developed a two-year Gender Mainstreaming Strategy (GMS), which was launched publicly in August 2020.
Through our GMS, Grow Asia seeks to: (1) embed a gender consciousness into our approach to agricultural development and (2) amplify the business case for women’s empowerment among our partners to incentivize investment in gender-inclusive actions, practices, and policies in Southeast Asia. Grow Asia will actively encourage gender inclusion and mainstreaming across our network by brokering learning and training opportunities among partners; distilling and disseminating good practices across sectors; embedding gender inclusion into internal policies and practices; and supporting gender-responsive policy-making at national and regional levels.
The GMS is structured to deliver outcomes at three levels: Farmer (Working Groups demonstrate intent to increase gender-sensitive and inclusive approaches in value chain activities and interventions), Partner (partners show greater support for women-led businesses, internal leadership development for women) and Network (a gender-inclusive mindset is embedded into Grow Asia’s modus operandi and demonstrated across our teams, relationships, workstreams, processes, and policies).
This consultancy is focused on the Network level. The primary output is to deliver the first of several gender mainstreaming and inclusion training to our staff (23 from the CPs and 6 at the regional level), to equip them with knowledge and tools to facilitate gender-inclusive practices with their diverse partners, as well as within their own teams and leadership.
This consultancy includes the following objectives:
Plan for and deliver a virtual 2-hour training for all CP and Grow Asia staff on “How to Communicate the Value of Gender Mainstreaming in Multi-stakeholder Partnerships”, which should cover how staff can most effectively communicate differently to diverse partners, based on 1) types of organizations; 2) culture of organizations; 3) roles within organizations.
Conduct pre and post-training qualitative perception survey to determine the level of understanding of content among participants.

Consultants shall submit quotes for their consultancy fees based on the following payment rate:
In either case, Consultants should submit a supplementary Financial Proposal that estimates the number of person-days involved, allocated according to the deliverables required, multiplied by the average daily consulting rate. No out-of-pocket expenses should be incurred during the engagement, which will be conducted virtually using a Grow Asia platform.
